The work order process is the path a job takes from the customer's request to the paid invoice, and every small service business has one whether it is written down or not: request, raise, price, assign, do, close, invoice. The version that goes wrong is the one where the price is worked out at a different time from the sheet, the status lives on a whiteboard and the invoice is typed from memory. What the process has to do is keep the customer, the work, the figures and the status on one record from the first step to the last, with a date on every change. Request and raise: the order exists with a customer and a number
The customer asks; the office or the technician raises the order against the customer with what is to be done. From this moment it has a number, a date and a status of raised, and every later step is a change to this record rather than a new piece of paper.
Price and assign: the figures and the name on the sheet
Labour hours at the rate, parts at cost with the markup, a trip charge and the tax on parts are worked on the worksheet and kept on the order; the technician is named. The status moves to in progress when the work starts, dated.
Do, close and invoice: the same figures to the end
Extra hours or parts land on the same order, dated. Done is a status change; invoiced and paid is another; closed is the last. The invoice reads the order's lines and total, and the history says who did what and when.

What are the steps in a work order process?
Request, raise, price, assign, do, close, invoice, and pay. Different trades name them differently and some merge two, but every process has a moment the order exists, a moment it is priced, a moment someone owns it, a moment it is finished and a moment it is paid. The point of software is a dated record of each.
Who should be able to change a work order?
Whoever is doing the work and whoever is running the office, with every change dated against their login. A process where only the office can change the order loses the extra parts the technician added at three o'clock; one where nobody's changes are dated loses the argument about who added them.
Is the work order procedure the same thing?
Procedure usually means the written version of the process: the steps in order, who does each, and what the sheet must carry at each step. The worksheets and the record on this site are built around the process above; writing your own procedure from it is a good afternoon's work.
