Start from a risk and method statement template, then throw away what does not apply
A risk and method statement template gives you the headings: scope, site, personnel, plant, access, hazards, controls, sequence, emergency arrangements. The discipline is deleting the sections that do not apply to this job. A pack padded with irrelevant sections is a pack nobody reads to the end.
Make the controls appear inside the steps of the method statement and risk assessment
