RAMS is two documents that travel together. The risk assessment lists the hazards of the work, who could be harmed and the controls that reduce the risk; the method statement says how the job will actually be done, step by step, with those controls built into the sequence. A principal contractor asks for RAMS before you go on site because they need to see both halves: what could go wrong, and the order of work that stops it. The risk assessment names the hazards that are actually present: the height, the live services, the shared access, the dust, the manual handling, the public. For each it records who is at risk, the controls, and the residual risk once the controls are in place. A risk assessment method statement template is a prompt list, not an answer sheet.
Write the method as a sequence somebody can follow
The method statement sets out the steps in order, with the controls sitting inside the steps rather than listed at the end: isolate before you open, erect before you climb, sheet before you cut. Plant, access equipment, permits and the competence needed are named against the step that needs them.

Can I use a risk assessment method statement template? Yes, as a structure. What cannot be borrowed is the content: the hazards on this site, the sequence for this job and the controls your people will actually use. A template completed without a site visit is usually obvious to whoever reviews it, and is worthless if it is ever examined after an incident.
Who signs the RAMS? The person who prepared it, the person responsible for the work on site, and, in practice, everybody briefed on it. The briefing record matters as much as the document: RAMS that nobody on the crew has read is a piece of paper rather than a control.
