What a health and safety risk assessment costs depends almost entirely on who does it and how much of the work is a site visit. Separate the three things people call a risk assessment
A generic assessment of a workplace, a specialist assessment of one hazard, and the job by job assessment issued with your RAMS are three different pieces of work with three different prices. Quotes that look wildly different are usually quoting different things.
Price the attendance, not the document
The document takes a competent person a couple of hours. The site visit, the interviews, the measurements and the travel are what fill the day. Anybody quoting for an assessment without asking how big the site is and how many activities it runs is quoting for a template.
Do the routine ones yourself and buy the specialist ones
The assessments you issue with every job should be yours: you know the work, and the marginal cost is minutes once a prepared starting point exists. Buy in the ones that genuinely need a specialist, such as asbestos, structural, fire engineering or exposure monitoring, where the value is the measurement and the professional judgement.

Do I have to pay somebody to write risk assessments? No. The law expects assessments to be suitable and sufficient and carried out by a competent person, and for ordinary work the competent person is usually somebody in your own business. External help is worth buying where the hazard needs expertise or measurement you do not have.
Why do quotes for the same job vary so much? Because the scope differs: one quote may include a site visit, a set of task assessments and an annual review, another a single document from a phone call. Compare what is attended, what is produced and what happens when the work changes.
Is an annual retainer worth it? It can be for a firm with frequent site changes and no internal capability, since the cost of a rejected pack at a gate is a lost day. For a firm that does the same handful of job types, a prepared set of assessments and a supervisor who maintains them is cheaper and usually better.
